The Community Standards bylaw is a municipal document outlining rules related to the appearance of properties in the community, and penalties the municipality can apply to offending lands. While its enforcement –– or lack thereof –– has been a matter of debate in the community, council is currently looking at updating the bylaw to clarify some areas, add some new areas, and work with the bylaw officer on enforcement issues.
At council's Governance and Priorities Committee meeting on Tuesday, February 23, Councillors David Cole and Dean Ward presented a number of items that they felt should be addressed in the bylaw.
Based on a letter from bylaw officer Larry Iutzi, Councillor Cole said that vehicles should only be allowed to park on boulevards between October 1 and March 31.
 
Currently the bylaw says that vehicles can park on boulevards in the winter to help with snow plowing, but the bylaw officer informed council that this is being abused in many places, with people leaving vehicles on boulevards year-round.
Councillor Cole also suggested adding a section to deal with vehicle repairs on a property. He said that repair work should be allowed, but people should be expected to clean up parts and material in a timely manner, and should not be allowed to sweep or wash hazardous materials into the gutter.
Further suggestions were made by Councillor Ward, including requiring fencing or tree lines around industrial properties to improve visual aesthetics. He suggested charging a fee to help pay for the bylaw officer's time when he is called out to property and the property is found to be in violation of the bylaw.
