Sport & Rec Advisory Committee replaced with Park & Rec Authority

Council is replacing the Sport & Recreation Advisory Committee with a new body called the Park & Recreation Authority.
The new municipal organization will be responsible for the Crowsnest Sports Complex, Albert Stella Memorial Arena, the MD McEachern Community Centre, Elk’s Hall and all parks and sports fields in the community.
Lyle Hannan, director of community services, said the new system will empower the volunteers who work in the community’s recreation facilities to make some decisions without council’s approval.
“We like having the volunteers and stakeholders in the community involved in decision- making. This is a good way of getting them involved directly,” said Hannan.
The old Sport & Recreation Advisory Committee could only make recommendations to council, as it was just an advisory committee.
Hannan says the new committee will have the same authority as some of the other municipal organizations such as the Municipal Ski Hill Authority. The change will create consistency among the other community service committees.

Like the Ski Hill Authority and the Family & Community Support Services (FCSS), the Park & Recreation Authority can make decisions regarding fees and prices but must approach council for budgetary decisions and capital matters. This should make for a more efficient decision making process, said Hannan.
“[Under the old system] if I reviewed an issue and we had a meeting, it would still have to go to council and we’d have to rehash the whole conversation,” said Hannan.
All of the members from the advisory committee have been appointed to the Parks & Recreation Authority. Councillors Marlene Anctil and Dean Ward have been appointed to the organization.
